Why are there little padlocks in my Library Browser?

Why do the library folders and items provided by Chief Architect have a little yellow padlock next ot them in my Library Browser? What does this mean?
Library catalogs fall into two basic categories: locked and unlocked.
Locked vs Unlocked Content
- A locked library catalog, as the name implies, cannot be reorganized or modified in any way: it can only be added to the library or removed from it.
Published catalogs, including manufacturer and bonus catalogs, are typically locked. - Unlocked catalogs, on the other hand, allow you to save custom library content and organize it to suit your needs.
While you cannot modify a locked library, you can create a copy of locked library, and paste it into an unlocked library, such as your My Library folder, and make modifications to that copy.

The icons for locked catalogs in the Library Browser directory tree view are similar to those for unlocked catalogs, but can be identified by a yellow lock in their icon. Locked library folders, locked library objects, and locked library object previews can be identified by yellow locks in their icons, as well.
An example of how these look in Chief Architect X3 is shown below:
In Chief Architect X2 and X1, the lock was displayed in the center of the folder icon:
In Chief Architect 10 and prior, locked libraries had the yellow padlock icon near the upper left, as in the image below:
